Responsibilities of Team/Individual Members
This team is representative of the Collaborative Academic Support Team model, working to provide direct services to a wide range of students based on needs and not labels. As a collaborative venture between general education, special education, and parents, the CAST model provides prevention and intervention supports, based on the three–tiered model of response to intervention.
Bill Tollestrup is the Director of Special Education for the Elk Grove Unified School District, and has been involved with this program since the beginnings of the Neverstreaming model, from which CAST evolved. Kevin Schaefer is a Program Specialist for Student Services, with a focus on curriculum, professional learning, and instruction. Terry deBoer is a Program Specialist for Student Services, serving 9 schools K–12, is a member of the PENT Cadre, and has been involved with this model since it’s beginning as well. Bob Pasley is currently Principal at Florin Elementary School, and has previously been a Kindergarten teacher, a 6th grade teacher, and a Curriculum Coach for the district. Josie Onishi is the parent of students currently attending in Elk Grove Unified School District.
